Home Trust of Skagit is a Community Land Trust which balances the multiple interests of homeowners, neighborhood residents, and Skagit County as a whole in serving as the steward of an expanding stock of permanently affordable, owner-occupied homes.

 

What We Do

The Home Trust of Skagit (HTS) is a community land trust that helps homebuyers in Skagit County access affordable homeownership, build equity, and preserve affordability for future generations.

HTS works to create permanently affordable homes in neighborhoods throughout Skagit County, offering opportunities for homeownership and affordable rental housing. With a variety of housing types and sizes, HTS serves individuals and families earning up to 80% of area median income (AMI).

 

 

 

 The Home Trust of Skagit (HTS) serves as the steward of permanently affordable, owner-occupied housing in Skagit County, balancing the interests of homeowners, neighborhoods, and the broader community.

HTS is governed by a tripartite Board of Directors made up equally of homeowner leaseholders, community residents, and public-interest representatives. This structure ensures that no single group dominates decision-making and that a variety of voices are represented.

HTS develops and stewards land for affordable homeownership while maintaining the flexibility to support other community-focused projects. As steward, HTS helps ensure homes remain affordable, residents remain income-qualified, and properties are well maintained.

Because HTS retains permanent ownership of the land beneath each home, it stays connected to both the homes and the families who live in them. Homeowners pay a modest monthly ground lease, which supports long-term stewardship, protects community investment, and helps provide support during financial hardship.

As HTS grows, ground lease fees, resale fees, grants, and community support help sustain its mission, allowing the organization to make a lasting commitment to affordable housing in Skagit County.

What is a Community Land Trust?

 

Community land trusts (CLTs) are nonprofit organizations governed by a board of CLT residents, community residents and public representatives that provide lasting community assets and shared equity homeownership opportunities for families and communities. CLTs develop rural and urban agriculture projects, commercial spaces to serve local communities, affordable rental and cooperative housing projects, and conserve land or urban green spaces. However, the heart of their work is the creation of homes that remain permanently affordable, providing successful homeownership opportunities for generations of lower income families.
